U.S. wants to build constructive ties with Russia - Clinton

The U.S. administration wants to build constructive ties with Russia to tackle global problems together, according to U.S. Secretary of State Hillary Clinton.

Testifying in front of the House of Representatives Foreign Affairs Committee on Wednesday, Clinton said that a new treaty cutting the nuclear weapons stockpiles of both countries is a top priority for the Obama administration.

The current START treaty expires in December with talks on a new agreement to begin later this week.

Clinton also elaborated on such tasks and priorities of American foreign policy as maintaining security in Afghanistan and Pakistan, U.S. troop withdrawal from Iraq and tackling the Iranian nuclear problem. She stressed that the U.S. cannot solve global problems on its own in the modern world.
