Capitol Hill could block Russia-U.S. atomic deal

President Bush has notified the U.S. Congress of a civilian atomic energy deal between Russia and the United States. But Congress says it could block the agreement because of Moscow's nuclear links with Iran.

The accord will come into force in 90 days unless both the Senate and House of Representatives prevent it. If Congress does nothing, the deal goes into effect. If lawmakers want to block it, they must pass a resolution of disapproval.

Russia's parliament must also ratify the treaty.
 
The deal signed in Moscow last week would allow the U.S. access to Russian nuclear technology and help Russia establish an international nuclear fuel storage facility.
